Dr Rachel Barlow is a CEO of ECIIA since July 2025. A lawyer by training, she brings 25 years of experience leading and advising European and international associations. She is particularly passionate about helping complex organisations strengthen their governance, work more effectively and better serve their members and missions.

Before joining ECIIA, Rachel held several senior association leadership roles, including Vice President of Kellen Europe. She has also worked closely with the Boards of NGOs and foundations, advising on public affairs and organisational governance, including the development of Codes of Conduct and Terms of Reference. Rachel is a Senior Adviser to the European Policy Centre and a former Professor of Lobbying at the Brussels School of Governance.

Based in Brussels, Rachel is British and Belgian and speaks fluent French and Italian.
